Phitsanulok Prepares Public Transport Plan to Connect Tourist Sites and Communities

A subcommittee on urban development in Phitsanulok province opened a meeting to draft a public transport development plan to link key tourist attractions with local communities. The plan aims to reduce downtown traffic congestion, increase convenience for the elderly and tourists, and promote short-distance eco-friendly travel. This is part of efforts to revive the economy after the outbreak and natural incidents that affected some tourist routes. The plan is supported by local authorities, the Department of Land Transport, and private sector stakeholders in the area.

The plan’s core concept focuses on organizing small buses (minibuses) and shuttle services connecting the provincial bus terminal to major tourist sites, such as Wat Phra Si Rattana Mahathat, the Si Satchanalai Historical Park (within a regional cooperation framework), and outlying natural attractions. It also proposes public bicycle routes linking local markets and cultural districts to promote slow travel and reduce pollution. Initial surveys indicate high demand for routes from the terminal to the old town and the night market, especially from domestic tourists and youth groups.

A representative from the provincial transport office said development must consider financial sustainability and proposed a public–private partnership (PPP) model to deliver quality services with reliable schedules. In the first phase, three pilot routes will be trialed over six months with an integrated ticketing system for convenient transfers. The plan also suggests installing electronic timetable displays and electronic payment points in tourist areas to accommodate modern travelers who expect quick, convenient services.

If successfully implemented, expected benefits include reduced illegal parking and traffic congestion in tourist zones, improving visitor experiences and boosting local businesses’ income. Expanding travel options for the elderly and people with special needs would also help create a more inclusive, age-friendly community. Van operators said they want to participate in the project to adapt to a more standardized system if training and technical support are provided, along with measures to protect jobs during the transition.

Challenges raised at the meeting include funding for infrastructure such as bus stops, transfer centers, and parking areas, as well as land management in locations with disputed uses. Community representatives expressed concern that development could drive up rental costs in the old district, so they proposed safeguards for longstanding residents and parallel support for community businesses. A careful environmental impact assessment is also needed to ensure construction does not harm nearby forests and water sources.

The subcommittee said it will compile feedback from various sectors within three months to present to the provincial governor; if approved, the first phase would begin next year. Meanwhile, the provincial administration invited public comment through hearings to ensure the project meets local needs. The ultimate goal is to create an efficient, safe public transport system that supports sustainable urban development for Phitsanulok.
