Preparedness for Maritime Emergencies on Koh Samui After Incidents Involving Boats and Tourists

Koh Samui in Surat Thani province remains a busy maritime travel area, with frequent movement of passenger boats, ferries, and tourist water activities. Several incidents over recent months — such as tourists encountering trouble at sea, fishing boats rendering assistance, and water accidents — have prompted local agencies and operators to review their readiness for emergency response, prevention, and interagency coordination.

At a joint meeting between local administrative organizations, the marine police, the regional navy, hospitals, and tourism businesses on the island, officials emphasized the importance of an effective emergency notification system and regular joint drills. Measures discussed included installing emergency communication points at key beaches, increasing vessel checkpoints, and creating clear emergency plans for jet-ski rentals and marine tours. There was also a proposal that jet-ski and tour boat operators be certified to meet safety standards before they may serve tourists.

Medical teams and local hospitals have upgraded their preparedness for treating maritime emergencies by organizing emergency medical teams and coordinating with call centers to rapidly receive and handle injured people from water incidents. Local hospitals have reviewed procedures for patient intake and transfer to larger provincial hospitals and prepared supplies for intravenous fluids, dehydration treatment, and injuries from collisions or drowning.

Training for fishermen and local boat operators in search-and-rescue skills has received increased support, with the island’s seafaring community playing a key role in rescue missions because they are often closest to incident sites. This cooperation also includes building volunteer networks and conducting joint exercises to ensure quick, effective responses. Backup communication equipment has been installed on vessels so they can contact emergency agencies even in areas without mobile signal coverage.

On the legal and regulatory side, local authorities are considering stricter rules for boat and water-equipment rental services, such as specifying operator qualifications, scheduling regular vehicle inspections, and requiring emergency equipment be kept on board. These proposals aim to reduce accidents caused by vehicle defects or tourists’ lack of knowledge about water equipment use.

Residents and tourism operators say enhanced safety measures will boost confidence among visitors and the local community, especially during high season when tourist numbers swell. However, structural changes require training, funding, and cooperation from all parties. Efforts on Koh Samui are therefore being promoted to get every sector to work together so the island becomes a safe destination for tourists and a reliable place for locals to turn to in maritime emergencies.
