Samui Offshore Wind Power Project: Community Hope or Concern?

The municipal government and local energy authorities have proposed a medium-scale offshore wind power project along the coast of Koh Samui to bolster energy security and reduce reliance on power imports from the mainland. The project was presented at a local council meeting earlier this month and is scheduled to enter a community consultation phase next week. Authorities say benefits include reduced carbon dioxide emissions, increased energy capacity during the high-demand tourist season, and local job opportunities. However, residents and tourism operators have voiced opposition over potential impacts on coastal scenery and small-scale fisheries.

Planners say the project would consist of a relatively small wind farm, installed in small clusters near the shore and sited to minimize effects on tourism. A detailed environmental impact assessment (EIA) will be conducted, and mitigation measures for affected fishing and tourism livelihoods will be provided if impacts are found. Preliminary estimates indicate the project could supply enough electricity to reduce the island’s imports from the central grid by about 15–20% during peak periods. The system is also being designed to integrate smoothly with the local distribution network.

Nonetheless, local fishers and representatives of a tourism business association have expressed concern that the turbines could affect marine foraging grounds and alter coastal marine environments that are important food sources—especially along shoreline areas that provide shellfish, crabs, and local fish on which communities depend for subsistence. Community representatives say they need clear scientific evidence about impacts on marine ecosystems before accepting any project.

Another debated issue is the coastal scenery, which is central to Koh Samui’s tourism appeal. Some hotel and resort operators fear that shore-mounted turbines could change the beaches’ appearance and influence tourists’ decisions, particularly among high-end markets seeking beauty and tranquility. Tourism industry representatives are urging that project locations be placed away from main beaches or that alternative installation designs be considered to avoid visual intrusion.

The municipality and energy agencies acknowledge these concerns and say they will hold public hearings and publish the EIA results before proceeding. If the study finds significant impacts, authorities say they will consider alternative installation methods or cancel the project. Conversely, if studies show the project can proceed with minimal impacts and concrete compensation measures, it may be approved and become a model for renewable energy development on the island.

Impacts on community livelihoods and visitor experience will depend on coordination among government agencies, the private sector, and local communities. Transparency in information disclosure and cooperation in designing compensation and mitigation measures will be key indicators. Marine resource experts are calling for comprehensive studies of ecosystems, aquatic species behavior, and socioeconomic impacts so decisions are made on reliable data and align with sustainable development objectives for Koh Samui in the long term.
