Gang producing fake ID cards arrested in Chiang Mai; police probe links to local officials

Chiang Mai — Police in Chiang Mai province, together with relevant agencies, launched an operation to investigate and arrest suspects in a case involving the production of fake national ID cards after receiving tips that a network was recruiting people and fabricating documents to obtain citizenship rights for a large number of foreigners in the area. This could affect the use of state welfare and the integrity of the civil registration system.

The case drew media and public attention when officials detected irregularities in applications to change household registrations and requests for ID cards in one district of Chiang Mai. Preliminary investigations identified a group of people involved across several roles: brokers finding applicants, local coordinators, and officials handling relevant duties — some of whom are affiliated with local agencies. Several people have been summoned for questioning and detained as authorities expand the probe and gather evidence.

The district registration office and local administrative organizations in Chiang Mai issued statements saying internal checks found a number of suspicious applications and that they immediately coordinated with police to take legal action. Chiang Mai, a tourism province with a large migrant workforce, faces challenges vetting applicants and supporting documents because networks often exploit bureaucratic loopholes and use increasingly sophisticated forged documents.

In the short term, residents and tourists may lose confidence in local authorities and worry about the security of personal data. People needing to conduct official business may face stricter checks, which could slow procedures. Conversely, officials say their actions aim to restore trust in the registration system and prevent unlawful use of rights.

Lawyers and human-rights advocates have called for transparent investigations that respect suspects’ rights and distinguish victims of fraud from actual perpetrators. They also emphasized the need for systematic protections for migrant workers to prevent exploitation and coercion into using forged documents.

Provincial authorities said they will cooperate with the Department of Provincial Administration, the Interior Ministry, and central oversight agencies to strengthen the ID issuance and document-verification systems. Measures include enhancing electronic data security, training local officials, and creating a special task force to probe cases involving non-transparent granting of citizenship rights.

Officials advised the public to check the registration status of family members and report any suspicious irregularities to relevant agencies immediately, to prevent potential impacts such as disputes over land rights, loss of access to benefits, or erroneous tax claims. The investigation is ongoing, and police said they will disclose progress periodically to reassure the public and restore confidence in Chiang Mai’s civil registration system.
