Koh Samui residents plan flood and drought responses after this year’s volatile weather

Communities on Koh Samui are adapting to increasingly erratic weather this year after seeing early, interrupted rainy spells that have caused flash floods in some areas and drought in the island’s higher zones. The conditions have affected agriculture, fishing communities, and tourism-related basic services. Local authorities, communities and the private sector have therefore put in place short- and long-term measures to manage these risks.

One cause is changing monsoon patterns and uneven rainfall, which complicate local water management. The Koh Samui district chief said that over the past six months several main roads—especially low-lying areas around piers and markets—have experienced flash floods, disrupting travel and trade. Higher areas, such as the hills where coconut and fruit farmers work, have faced water shortages for irrigation, reducing yields and increasing costs.

Short-term measures include dredging drainage canals, upgrading community drainage pipes, adding pumping points and emergency water pumps, installing flash-flood warning signs, and creating alert systems through community LINE groups so residents can prepare in advance. Local administrative organizations have coordinated with provincial agencies to request budget support for relief equipment such as flat-bottomed boats, life jackets and basic rescue kits.

For the long term, officials plan to develop sustainable water-management infrastructure, such as small reservoirs in highland areas to store rainwater for use in the dry season; promote water-efficient agriculture, including climate-adapted crops; and support rainwater-harvesting systems in homes and many hotels. There are also reforestation and wetland-conservation projects to improve water infiltration and reduce flood risk.

The economic impacts on locals are clear—especially coconut farmers and small tourism operators who rely on stable weather. Crop losses or cancelled accommodation bookings due to weather reduce incomes. The community has discussed creating dispersed tourism networks so activities aren’t concentrated in a single vulnerable area, proposing nature- and community-based tourism packages that can operate despite changing weather.

Community education on climate adaptation has also been emphasized. Environmental agencies have run workshops on water-saving management, modern agricultural technologies and crop insurance to mitigate risks. Several hotels and resorts have partnered with communities to support training in service skills and emergency response, fostering cooperation between the tourism sector and local residents.

Climate change is a challenge the Koh Samui community cannot solve alone, but collaboration among government agencies, the private sector and citizens has produced more concrete approaches. The community hopes the short- and long-term measures will reduce impacts and build resilience in the local economy so Koh Samui remains a quality, safe and sustainable destination for visitors in the future.
